Tetsuzo Kojima was born in Hyogo Prefecture, Japan in 1899 in tha family of Kojima Hisemon (third son).

After graduation from Tokyo University proceeded to study law in America.
Returning home after three years Tetsuzo Kojima set up a private practice as a lawyer for foreigners only. During the war was legal attorney for Hong-Kong Shanghai Banking Corporation. After World War II Tetsuzo entered politics as a member of Liberal Party and has been elected to House of Representatives five times. He was vice-minister of Postal Services in 1st Yo-shida Cabinet and also Chairman of Standing Welfare Committee in the Cabinet.
