Studied at College of Pforta. Universities of Strassburg, Leipzig and Berlin. Passed the lirst juridical examination in 1879, and entered the Civil Service.
Career
After the 2nd examination passed in 188.0 he was Landrat of Oberbarnim, Brandenburg, and Oberpriisidialrat at Potsdam till 1899. Promoted to be President of the district of Bromberg, Posen, and, three months after, President of the province of Brandenburg. Prussian Minister of the Interior, 1905.
Imperial Secretary, of State for the Interior and Vice-president of the Prussian Council, 1907.
A Doctor of haws and Major in the Prussian army (with the uniform of the 1st Dragoons of the Guards, Queen Victoria of Great Britain and Ireland). Chancellorof the German Empire, Prussian President of the Council and Minister of State for Foreign Affairs since 1909.
