Studied at University College, London. Universities of London, Paris, Bonn, and Jena. Bachelor of Laws; Doctor of Philosophy.
Went to Paris as a correspondent of the Times, 1876. Resigned, 1882, to devote himself exclusively to PYench law practice. Since 1900 identified with the active agitation for a good understanding with France.
Visited United States in 1903 and 1904, and there stirred up agitation for an Anglo-American treaty of arbitration and conciliation. In February 1905, at invitation of Associated Chambers of Germany, visited Berlin and delivered addresses in favour of improving AngloGerman relations. Founded at a meeting in Finsbury in March 1905 the International Brotherhood Alliance, known popularly as the F.I.G. (fraternitas inter gentes), for the encouragement of personal relations among the labouring classes of different countries.
Member of the Mosely Educational Commission, 1903. Cartulary-register 1904; Member of Parliament (Liberal) Blackburn since 1910; barrister; member of the Institute of International Law; vicepresident of the International Law Association; Examiner in jurisprudence and international public and private law to the University of Oxford, 1900; president of the British Chamber of Commerce in Paris, 1899- 1900; Officer of the Legion of Honour and Knight of the Order of Leopold.
