He was born at Craighead, the son of David Brown.

He migrated to Australia around 1839, and owned the Eskbank Colliery. In 1872 he was elected to the New South Wales Legislative Assembly for Hartley. Re-elected in 1874, he resigned in 1876 after a parliamentary committee found he had illegally supplied coal to the state.
Brown died at Street Leonards in 1889.
