He graduated from Wapello High School.
After graduating, Courtney served six years in the United States. Air Force as an air traffic controller. He worked for the Case/New Holland Company in Burlington, and served six years as bargaining chair for United Auto Workers Local 807 and was the union production safety representative from 1988 until retirement in 2002. Courtner served as Southeast Iowa Community Action Program chair, as well as eight years on the Burlington School Board, with six years as its president
He is the former chairman of the Burlington Civil Service Commission.
He served on steering committee for Community Health Center of Southeast Iowa and Heartland Center for Occupational Health and Safety Board. Courtney is a past chair of the Des Moines County Democrats.
Courtney represents district 44 in southeastern Iowa and serves as the majority whip of the Courtney serves on several committees in the Iowa Senate - the Agriculture committee. The Commerce committee.
