Devine is the legal director at the non-profit Government Accountability Project, in Washington, District of Columbia Devine joined GAP in 1978 as a second-year law student at Antioch School of Law, and became its legal director in 1979. Currently, Devine is involved with passing the Whistleblower Protection Enhancement Acting of 2012 through the United States. Congress.
Devine was raised in a working-class family in Elmwood Park, Illinois. Devine participated in the debate team in high school and later became the debate team captain in Georgetown University.
He enrolled in Antioch Law School in 1977.
