Thomas E. Emerson was born on May 31, 1945, in Chippewa Falls, Wisconsin, United States. He is the son of Pearl A. Emerson.
Emerson received his Bachelor of Arts degree from the University of Wisconsin—Eau Claire in 1968. He then received his master's degree and a doctorate from the University of Wisconsin—Madison in 1977 and 1995, respectively.
After finishing his military service in the U.S. Navy in Vietnam, Emerson started his career as an archaeologist, participating in the salvage of the Orendorf site in central Illinois in 1971. After a short stint in South Dakota surveying the Missouri Breaks and excavating the Crow Creek massacre site, he returned to Illinois.
In 1978–1981 Emerson served as a site director on the Illinois Department of Transportation’s FAI 270 project, and from 1984–1994, he was Chief Archaeologist at the newly formed Illinois Historic Preservation Agency. At IHPA, he carried out state and federal review and compliance, managed the archaeological resources on state lands, and was the primary author of the Human Skeletal Remains Protection Act, the Archaeological and Paleontological Resources Protection Act, and accompanying regulations.
In 1994, Emerson became the director of the Illinois Transportation Archaeological Research Program at the University of Illinois at Urbana-Champaign, which transitioned into the Illinois State Archaeological Survey in 2010. In 2013, he was named the first Illinois State Archaeologist by then Governor Pat Quinn. Until his retirement in December 2018, Emerson held the positions of director of the Illinois State Archaeological Survey (ISAS) and Illinois’ first State Archaeologist.
