Little is known about his family or his education. He wasa farmer and a merchant and lived in Mount Sterling, Montgomery County, Kentucky, in 1860. There is some evidence that he was active in local politics.
Elected to the provisional Confederate Congress from the Tenth District of Kentucky, he served on the Committee on Military Affairs. Johnson declined election to the first Confederate Congress. He served in the 2nd Battalion of Kentucky Mounted Rifles from October 1862 until April 1865, when he was taken prisoner.
He was married to Elizabeth Dale. Johnson returned to Mount Sterling after the war to his merchant business. He served in the state House in 1876-1877, and in the state Senate from 1878 to 1882.
