Mehner studied biology, ecology and fisheries biology at the University of Rostock from 1985 to 1989. Also in 1992, he earned his Ph.D. from the same university.
Mehner began his career as a postdoctoral fellow at the Institute of Zoology of the University of Innsbruck in 1992. A year later he took the same position at TU Dresden. In 1997 Thomas was appointed Deputy Head of department and senior researcher at Leibniz-Institute of Freshwater Ecology and Inland Fisheries. In 2012 he received the position of private docent for fish ecology at Humboldt University of Berlin. In 2016 Mehner became Deputy Director at Leibniz-Institute of Freshwater Ecology and Inland Fisheries, a position he held until 2018.
On July 11, 1963 Thomas Mehner married Katrin Rothen. They have two children.
