He was born on April 13, 1729, at Bridgnorth, Shropshire. He was the son of Arthur Lowe Percy a grocer and farmer at Shifnal.
He was educated at Christ Church, Oxford, and later received the degree of doctor of divinity from Cambridge University.
In 1778 Percy was made Dean of Carlisle and in 1782 Bishop of Dromore, an Irish prelacy which he held until his death at Dromore on Sept. 30, 1811. In 1763 he published Five Pieces of Runic Poetry and in 1765 Reliques of Ancient English Poetry, both contributing to a growing interest in poetry of a supposedly naïvenaive source. The "reliques" were drawn partly from a 17th-century manuscript found in Shropshire. In editing them, Percy had the help of such men of letters as David Garrick, Oliver Goldsmith, and William Shenstone. Walter Scott acknowledged his indebtedness to the Reliques as instrumental in turning his attention to border minstrelsy.
