Harry Truman had been one of three key lieutenants of Kansas City boss Tom Pendergast. Truman controlled the county government, while another lieutenant, Mafia Boss Johnny Lazia, carried out murders and other crimes as required to keep the machine in power. Truman himself was never accused of corruption. Once elected to the Senate in 1934, he became known in Washington as Pendergast's errand boy. When Pendergast himself eventually ended up in federal prison for evading taxes on bribe money, Truman remained loyal to him. With the fall of Pendergast, Truman appeared likely to be defeated for reelection to the Senate in 1940. However, Bob Hannegan, who ran St. Louis in conjunction with Mayor Bernie Dykman, came to Truman's aid and provided the senator's margin of victory.

Thomas Reppetto began his career at Chicago Police Department in Chicago where he served from 1952 to 1970 and rose to commander of detectives. He also was a professor and Vice-president at John Jay College of Criminal Justice in New York City. Thomas was President of the Citizens Crime Commission of New York City in 1979.
Thomas Reppetto's first nonfiction writing "Residential Crime" was published in 1974. He also wrote "The Blue Parade" in 1978, with James Lardner he wrote "NYPD: A City and Its Police" in 2000, "American Mafia: A History of Its Rise to Power" was published in 2004 and "Bringing Down the Mob: The War against the American Mafia" in 2006, "American Police: The Blue Parade, 1845-1945: a History" in 2010, "Battleground New York City: Countering Spies, Saboteurs, and Terrorists Since 1861" and "American Police, A History: 1945-2012: The Blue Parade" in 2012, "Shadows Over the White House: The Mafia and the President" in 2014, "American Detective: Behind the Scenes of Famous Criminal Investigations" in 2018.
