Thomas Williams studied medicine under Alexander Hamilton Bagby and graduated from the University of Maryland in 1849.
Thomas Henry Williams joined the United States Army and was stationed in the West as an assistant surgeon for some years. When the Civil War began, he resigned from the army and joined the Confederate war cause.
He was a medical director and inspector of hospitals in Virginia in 1861. Besides serving as assistant to the surgeon general of the Confederate Army, Williams organized the Confederate Medical Corps and set up most of the large hospitals in the Confederacy.
He sought better communications between the commanders in the field and the Medical Corps on troop movements and when the enemy was to be engaged so as to better prepare for the treatment of casualties. He claimed that the inability to coordinate staff and line decisions cost many lives.
After the war, he practiced medicine in Richmond, Virginia, before moving to Cambridge, Maryland, in the 1880s, where he was active in organizing the Cambridge Hospital.
