He was born in Sydney to typesetter Thomas Michael Richardson, who served as mayor of Redfern.
He attended Lyndhurst College and became a solicitor, and a partner in the firm Williamson & Williamson.
He served as an alderman and mayor of Redfern, Ermington and Rydalmere. In 1885 he was elected to the New South Wales Legislative Assembly for Redfern, but he did not re-contest in 1887. In 1896 he moved to Western Australia, where he was a commercial agent until his death in Perth in 1921.
