Bill,” enacted by Texas Legislature, 1910, which prevents purchaser of franchises and properties of a railroad corporation from acquiring old charter or right to new one unless provision is made for payment of liabilities incurred in operation of railroad during preceding two years. Leading counsel for City of Palestine, 1911-1918, in preventing same road from removing its general offices and shops from Palestine.
