Bachelor of Arts German, University Oregon, 1963. Master of Public Administration, Oklahoma University, 1979. Commissioned Second lieutenant United States Army, 1963, advanced through grades to colonel, 1985.

Served as battalion executive officer 2d infantry division, Camp Casey, Korea, 1972-1973. Senior infantry instructor Army Field Artillery School, Fort Sill, Oklahoma, 1973-1975. Personnel management officer Army Military Personnel Center, Alexandria, Virginia, 1976-1979.

Mobilization planner Headquarters, Department Army, Washington, 1979-1982, army protocol officer, 1982-1985, deputy chief of staff for personnel, since 1985.
