My enduring hope has been to make theoretical and empirical contributions to the development of techniques for valuing nonmarketed goods, particularly environmental goods, and to gain insight into the efficiency and equity properties of alternative institutional forms for allo
cating natural resources. Air pollution problems have frequently served as a practical vehicle for these efforts. A major recent focus has been the assessment, generally within a Bayesian context, of the adequacy and treatment of natural science information in benefitcost analyses.
In retrospect, probably my most provocative idea was the original suggestion of tradeable effluent permit systems for pollution control. Efforts to develop teaching programmes in resource and environmental economics and to keep non-specialists and non-economists informed about what is happening in the field have complemented these research activities.
