Member State Constitutional Convention, 1901.

Elected to 64th Congress, November 1916, to fill vacancy, and at same time elected to 65th Congress (1917-1919), 7th Virginia District. Reëlected to 66th to 70th Congresses (1919-1929), same district.

In practice with son at Winchester, since 1929.
