1932 drafted into Soviet Air Force via Party muster. 1933-1940 pilot; commanded bomber wing, squadron and brigade. 1936-1937 flew bomber for Republicans in Spanish Civil War.
1938, as bomber pilot in China, personally sank a Japanese aircraft carrier. 1941-1942 commander Soviet Air Force units on Karelian and Southeastern Fronts. 1942 commanded air force of Southeastern and Stalingrad Fronts.
Took part in Battle of Stalingrad. 1942-1944 commander, 8th Air Army on Southern and 4th Ukraine Fronts. Took part in liberation of Crimea.
1944-1945 commander, 1st Air Army, 3rd Belorussian Front. 1945 took part in East Prussian operations. After World War 2 held various commands in Soviet Air Force.
1950-1953 deputy commander in chief, Soviet Air Force.
