Worked as fitter; from 1903 active in revol movement. 1905 helped organize strikes and battle squads, leading to his arrest. Spent seven years in prison and 18 months in emigration.
1910 worked abroad as Party organizer and propagandist. Returned to Russia; 1911 interned in Peter and Paul F ortress and sentenced to indefinite term at hard labor. 1917 and 1918 helped form military organizations in the Urals.
1919 political work in 5th Army. 1920 secretary, Ural Bureau, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks). 1922 senior instructor, Organization(s) Department, Party Central Committee.
Then worked for People's Commissariat of Workers and Peasants’ Inspection. Managed Financial Inspectorate, Union of the Soviet Socialist Republics People's Commissariat of Workers and Peasants’ Inspection. Then Collegium member of Commissariat, and from 1928 Union of the Soviet Socialist Republics Deputy People's Commissar of Workers and Peasants’ Inspection.
From 1934 government and trade-union work. From 1940 pensioner, but continued agitation and propaganda work. Candidate member, Central Committee, All-Union Communist Party (Bolsheviks).
Member, Centr Control Commission of 10th-16tli convocations. Presidium member, Centr Control Commission of 12th-16th convocations.
