Timofey Sergeevich had no special education, since 1797 he served in the Voronezh Medical Board and the Treasury Chamber, and at the same time he studied with V.B. Belokopytov and I.I. Volkov architects.
Timofey Sergeevich was the first city architect in Voronezh (1805-1819). He served as provincial architect from June 1808 to February 1810 and from November 1816 to July 1817.
According to Kondratyev project, residential houses of manufacturer V.V. Tulinov (1811-1813), merchant H. Klochkov and adviser to the province government Ilyin (1818-1819, not preserved) were built.
Several Kondratyev’s blueprintss survived in the archives, including projects of the governor’s house reconstruction on Bolshaya Dvoryanskaya Street (1817), the construction of a public order hospital in Onufrievsky Lane (1818-1820), the Town Council and the magistrate building reconstruction (1830). Kondratyev made a series of the city fixing drawings (1818).
