Timothy R. Beard is an American naval officer who rose from a 1966 commission in the United States Navy to rear admiral. His career included naval aviation command, senior staff assignments, carrier and ship commands, and leadership within the United States Pacific Fleet. He received the Legion of Merit, Bronze Star, Meritorious Service Medal, Air Medals, and other decorations.
Background
Timothy R. Beard was born on April 12, 1944, in Mansfield, Ohio, United States. His career developed during the Cold War and the later transition of the United States Navy toward increasingly complex carrier aviation, technical testing, and joint maritime operations.
Education
Beard graduated from the United States Naval Academy in 1966. Established as the Naval School at Annapolis in 1845, the academy became the principal undergraduate institution for educating officers of the United States Navy and Marine Corps.
He later completed a Master of Science degree in aeronautical engineering through the United States Air Force Test Pilot School. The school developed within the American military flight-test system, whose purpose was to evaluate aircraft performance, handling, and aviation technology for operational use.
Career
Beard was commissioned as an ensign in the United States Navy in 1966 and advanced through the officer grades to rear admiral. His early naval aviation service included assignment aboard USS Forrestal with VA-94 and service as department head of VA-176. USS Forrestal was one of the Navy's early large supercarriers, while the attack squadrons designated VA-94 and VA-176 formed part of the carrier-based strike force during the jet-aviation era.
He subsequently served with the Bureau of Naval Personnel and the Office of the Secretary of Defense, and became deputy director of programming on the OPNAV Staff. These assignments connected operational aviation experience with personnel management, defense planning, and the Navy's central administrative staff.
Beard held command responsibilities in Attack Squadron 176 and served with Air Wing 5 aboard USS Midway. He later commanded USS San Diego and USS John F. Kennedy. These posts placed him in the principal naval aviation and fleet-command environment of the period, combining the management of ships, aircraft, crews, and carrier-based operations.
He also served as assistant to the deputy chief of staff for Marine Corps aviation. By 1994 he had been selected for rear admiral, and by 1998 he was associated with Commander, Carrier Group 1 and the Training Command of the United States Pacific Fleet. He later served as deputy commander and chief of staff of the United States Pacific Fleet.
Beard rose through the United States Navy officer corps from ensign in 1966 to rear admiral, holding command and senior staff assignments in naval aviation and the Pacific Fleet.
He commanded naval aviation and fleet units including Attack Squadron VA-176, Air Wing 5 aboard USS Midway, USS San Diego, USS John F. Kennedy, and Carrier Group 1 and Training Command.
