Born in Beaver, Oklahoma, Leonard received a Bachelor of Arts from the University of Oklahoma in 1962 and a Juris Doctor from the University of Oklahoma College of Law in 1965. He was in the United States Navy Lieutenant Commander, Judge Advocate General Corps from 1965 to 1968. He was a United States. Naval Reserve Lieutenant from 1968 to 1972.
He was an Assistant state attorney general of Oklahoma from 1969 to 1971.
He was in private practice in Oklahoma City, Oklahoma in 1971. He was in private practice in Beaver, Oklahoma from 1971 to 1988.
