Howard, Timothy Edward was born on January 27, 1837 in on farm near Ann Arbor, Michigan, United States. Son of Martin and Julia (Beahan) Howard.

Education

University of Michigan, 1855-1857. Enlisted 12th Michigan Infantry, February 5, 1862. Wounded at Shiloh, April 6, 1862, and discharged.

Bachelor of Arts, University of Notre Dame, Indiana, 1862, A.M., 1864 (Doctor of Laws, 1893).

Career

Instructor University of Notre Dame, 1859-1879. Admitted to bar, 1883. Member South Bend (Indiana) Common Council, 3 terms, 1878-1884, councilman-at-large and president council, 1909.

Clerk Circuit Court, 1879-1883. City attorney and county attorney, 1886-1892. Member Indiana Senate, 1886-1892.

Justice Supreme Court, Indiana, 1893-1899. Instructor, law department, Notre Dame U., 1908. President Indiana Fee and Salary Commission, 1899.

Member of commission for revising and codifying laws of Indiana, 1903. Secured first park for South Bend, Howard Park.
