Visited Europe and the United States as a councilor of the Cabinet Legislative Bureau. After returning to Japan, in 1898 he was appointed a secretary of the House of Representatives and Director General of the Railway Board. After leaving government service, he became president of the Osaka Shosen Kaisha (OSK Line) and restored the shipping firm to prosperity. In 1912 elected to the House of Representatives, and became a leader of the Seiyukai Party. In 1918 appointed Education Minister, and established a number of new universities and colleges under a positive policy of Prime Minister Taka- shi Hara. In 1927 was appointed Commerce and Industry Minister and in 1931 Home Minister.
