Tokuji Kameda was born in Ishikawa Prefecture.
In 1935 Kameda Tokuji graduated from Tokyo University.
Tokuji Kameda passed Judicial Section of Higher Civil Service Examination (1935) and began practice of law. He was elected to House of Councillors (1953) and became chief secretary of Osaka Prefectural League of Left-Wing Socialist Party and assumed additional post of auditor of Kameda Kogyo (Steel Industry) Company. Tokuji Kameda was counselor of Osaka District Council of Sohyd (General Council of Japan Labor Unions), legal advisor of Osaka Red Kinko (Labor Depository).
