Tom D. Stanley was born on July 14, 1959, in Canton, Ohio, United States, to Donald H. Stanley, a steelworker, and Loretta E. Reifsynder.
In 1972, Tom Stanley received a Bachelor of Science in Industrial Management from the University of Akron and a Master of Arts in Economics from Kent State University in 1973. In 1980, he also received a Master of Science in Economics from Purdue University and a Doctor of Philosophy in 1982.
From 1980 to 1982, Tom D. Stanley worked as an assistant professor of economics at Western Kentucky University, Bowling Green, and then, from 1982 to 1984, he was an assistant professor of economics at Illinois State University. From 1984 to 1986, Tom also was an assistant professor of economics at Western Illinois University.
Currently, he is a professor of economics at Hendrix College, Convener of MAER-Net (Meta-Analysis of Economics Research Network), and Meta-Analysis Professor at Deakin University. He has also contributed articles to journals, including the Journal of Behavioral Economics, Economics Letters, Journal for the Education of the Gifted, Journal of Behavioral Economics, Journal of Forecasting, Journal of Economic Surveys, Contemporary Educational Psychology, Evaluation Review, American Statistician, Journal of Socio-Economics, Economica and Journal of Economic Perspectives. He also was a reviewer of Industrial and Labor Relations Review and methodology editor of the Journal of Socio-Economics. In 2000, Tom published his book, Challenging Time Series: Limits to Knowledge, Inertia and Caprice.
