Alcantara was the Undersecretary for Industry and Investment Group of the Department of Trade and Industry and the Managing Head of the Board of Investments for nine years from July 1986 to March 1995. He was also the Special Envoy of the Philippine President in the 1996 Asia Pacific Economic Cooperation
He is also the President of Lima Utilities Corporation, Aldevinco and Alto Power Management Corporation and the non-profit, non-stock Manila Economic and Cultural Office (MECO) since 2001. He also served as the President of Alsons Cement Corporation from May 1997 to July 2004. He is also the Chairman of QBE Insurance (Philippines), Inc., which he formed with the Australian-based QBE Insurance Group as a joint venture.
He also holds director position in DBP-Daiwa Securities Corporation, Petronas Energy (Phils.), Incorporated, Public Estate Authority, Philweb Corporation since 2002, and another publicly-listed firm, Holcim Philippines, Incorporated (PSE: HLCM), which is previously known as Union Cement Corporation. He also serves as the member of the Advisory Board of Rizal Commercial Banking Corporation (RCBC). Since April 1997.
He is also a trustee of European IT Service Center Foundation since August 2002, and Foundation for Revenue Enhancement since August 2004.
