Tomás Cipriano de Mosquera was born in Popayán, Columbia on September 20, 1798, of a distinguished Spanish family.
He received an excellent education.
He served in the wars of independence. In 1813 he entered the patriot army, was captured by the Spaniards, escaped to Jamaica, and served with the patriots again in 1819. From 1845 to 1849 he served as president. Mosquera also introduced notable reforms of an educational and economic nature. In 1861 Mosquera, who had become a liberal and at the time was governor of Cauca, provoked a revolution and, as commander in chief, took control of the capital. He employed severe measures against the church. In 1863 he became provisional president of the United States of Colombia and sponsored the constitution of 1863. He was reelected in 1866 but was overthrown by reactionary forces in 1867.
