Entered his father’s publishing business in 1910. Director of the family newspapers Estrella de Panamá and Star and Herald from 1914 until his retirement in 1931. With the death of the elder Duque (1918) became active head of the family.
Member of the Consultative Board of the Liberal Party, 1914. Of the Liberal Convention of 1916. Of the Municipal Council of the District of Panamá, 19201924.
Treasurer of the Liberal Party, 1924-1930. Elected deputy to the National Assembly, 1924. Subsequently elected vicepresident of the same.
Resigned from the Legislature to accept the post of Secretary of Agriculture and Public Works (to 1926). Manager of the National Bank, 1926. Vice-president of Panamá.
Provisional president, October 1928 (at that time the youngest man to occupy this high office). Secretary of Finance (Hacienda y Tesoro), 1928-1930. Resigned from the Government in 1930 to devote himself exclusively to his many business interests.
