Tomoharu Inoue was born in Kagoshima Prefecture.
After graduating from Tokyo University (1917) joined Suzuki & Co., but left the same year to join the editorial staff of l’omiuri Shimbun. From here he drifted into the political world to become a member of House of Representatives seven times since 1930. Was Vice-Chairman of Diet (1947) and Minister of Home Affairs and Reparations in the second Yoshida Cabinet (1948). Was elected to House of Councillors on a Liberal ticket (1953).
