He graduated from Chuo University in 1898.
Career
In 1898 Tomokichi Shirakawa began practice of law. Served for eight years as chairman of Osaka Municipal Assembly (from 1925). With establishment of Kotohira Sangu Electric Railway Company became its auditor and then president and later became counselor of Kotohira Sangu Electric Railway Company (since 1950) and auditor of Tiger Adding Machine Manufacturing Company.
Served also as chairman of Osaka Lawyers Association, member of various mediation committees, chairman of Osaka Cooperative Council of Imperial Rule Assistance Association and chief secretary of Osaka Subdivision of Yokusan Seiji Taisei Kyogikai (Imperial Rule Assistance Political Setup Council).
