He was trusted by Emperor Enyu. He was promoted to Dainagon (Vice Minister) preceding his elder brother, Akimitsu. He was also appointed General of the Left Guard.
When Dainagon Nobumitsu Fujiwara died, Tomomitsu divorced his old wife to marry the widow of Nobumitsu because of her large fortune, although she was an old, ugly woman. The widow, who was older than Nobumitsu, married him and made pretty maids entertain her husband. The people criticized the couple for their scandalous conducts.
