In 1864 Tomotsune Komuchi studied medicine at Kyoto. Later in 1873 Tomotsune joined the Ministry of Finance and was sent to America for study twice in 1873 and in 1876.
When Tomotsune Komuchi entered politics in 1890, he was elected to the Diet and together with Iwane Abe founded Dai-Nippon Kyokai - Japan Political Association. He opposed the mixed dwelling of foreigners and Japanese in this country. In 1896 Tomotsune Komuchi was appointed Chief of Legislative Bureau in the Matsukata-Okuma Cabinet and again in the Kenseito Party’s Cabinet in 1898.
