Tomoyuki Hayashi was born in 1823.
An accomplished spearman of the Hozoin School, he was active as a leader of the Kiheitai, a group of pro-imperialist samurai. In the war of the Restoration (1868), he was a leader of the army of the Imperial Government. After serving as governor of Morioka, he was appointed Home Vice-Minister (1875). Under Minister Toshimichi Okubo, he reformed local administration. Became a member of the Senate (1880) and was created a count. Appointed a member of the Privy Council (1900).
