Came to Tokyo and worked as footman of Hei- kichi Ogawa. Graduated from Nihon University (1921) and opened his own law office. Once participated in proletarian movement. Served as member of the Yokohama Municipal Assembly, vice-speaker of the assembly and member of the Kanazawa Prefectural Assembly. Following the end of the war, elected to the House of Representatives, four times. Former Parliamentary Vice-Minister of Justice.
