After distinguishing himself at Kaisei-jo (Shogun's college) was adopted by the Kita family at Kyoto. A brilliant scholar of English, Torao Kita was sent to the World Fair at Melbourne to help the Japanese delegates (1880), after which he made a detailed tour of Europe and America. Returning home was asked by Ryuhoku Narushima to write for Choya Shimbun, which won him great renown.
Torao Kita was elected member, then speaker of Shiga Prefectural Assembly (1886).
