Torataro Ushizuka was born on April 28, 1879 in Toyama, Japan.
Torataro Ushizuka graduated from Political Science Department of Tokyo University in 1906.
Torataro Ushizuka served as secretary of Communications Ministry, worked as professor of Mercantile Marine School (now Mercantile Marine Academy), director of Kokusei-in (National Census Bureau), vice-director of Rinji Kokusei Chosakyoku (Temporary National Cnesus Bureau). He took posts of governor of Iwate, Gunma, Miyagi and Tokyo prefectures. Ushiyama was a member of Tokyo Municipal Assembly, mayor of Tokyo and member of Kojimachi Ward Assembly in Tokyo.
In 1942 Torataro Ushizuka was elected to House of Representatives and became permanent manager of Imperial Rule Assistance Association. After the war was purged but was later reinstated. Worked as an auditor of Kicho Shindosho (Kicho Copper Rolling Company) and managing director of Hatori Hokokai (Hattori Charity Foundation).
His works include books "Tairei Yogi" (Essentials of the Procedures of the Enthronement Ceremony); "Ritcho Yogi" (Essentials of Procedures of the Official Investiture of Crown Prince) and "Shisei Yonen" (Four Years of Municipal Administration).
