Torikichi Obata graduated from Law Department of Tokyo University (1897).
Torikichi Obata passed Diplomatic and Consular Service Examinations. Served successively as consular probationer, diplomatic probationer, third secretary of legation, consul, first secretary of legation and councilor of embassy, being stationed in Tientsin and other places in China, Australia and England.
Upon return to Japan became director of Administrative Bureau of Foreign Ministry (1916). Appointed Minister to China (1918), member of Toint Committee for Drafting of Treaty to Solve Shantung Problems (1922), Ambassador to Turkey (1925), Ambassador to Germany and counselor of Foreign Ministry (1933).
He was put up as candidate of Foreign Minister in Hayashi Cabinet out did not assume the post.
Nominated member of House of Peers and member of Kenkyiikai Society (1936).
