Toru Nakagawa studied at Tokyo University, where he received a Bachelor of Arts degree in Law in 1933. He also attended Williams College, where he earned a Bachelor of arts degree in Political Science in 1935.
Toru Nakagawa entered the Ministry of Foreign Affairs, assigned to stay in America as a student diplomatic secretary. He was appointed assistant to the Consul at New York in 1934. Later, he returned to Japan and served at various offices of the ministry and also as secretary to the Foreign Minister in 1938 and to the Prime Minister in 1939. He was appointed secretary to the Japanese Embassy in Shanghai in 1942 and concurrently Consul at Shanghai. He served as a chief of the First Section of the Diplomatic Student Secretary Supervision Bureau in 1945, as a chief of the Continent Section of the Overseas Japanese Nationals Department, as a chief of the Political Affairs Section of the General Affairs Bureau in 1946, as a director of the Overseas Office at Manila in 1952, and as a director of the Asia Bureau of the Deliberation Office in 1953. He also was a Minister to Great Britain in 1957.
Toru Nakagawa was a member of the International Law Association and Japan Association of International Politics.
Toru Nakagawa was married to Sachiko Yano. They had three children, Michiko, Masayuki, and Takayuki.
