Toshio Komoto graduated from Law Course of Law and Literature Department of Nihon University in 1936.
Since 1937 Toshio Komoto was a president of Sanko Steamship Company and from 1939 held additional posts of president of Toko Shoji (Commercial) Company. Also he was an auditor of Omiya Aeronautical Industry Company from 1940 and president of Nakata Shipbuilding Company, Kawakami Shipbuilding Company and Tenshin (Tientsin) Kaiun (Marine Transportation) Company (1941). Moreover he served as president of Sano Kasan (Acid Chemistry) Company and director of Japan Shipowners' Association.
Toshio Komoto was elected three times to House of Representatives in 1949, 1952 and 1953 years. Toshio served as permanent supervisor and director of Election Countermeasure Department of Progressive Party.
