Toshio Takeno was born in 1898 in Niigata, Japan.
Attended Niigata Higher School and Kaisei Preparatory School.
Toshio Takeno joined the editorial staff of a magazine on music titled "Masterpieces" to eventually become its managing editor, after which he changed the name of the journal to "Record Music" (1931). Joined Japan Victor Phonograph Company (1938) and after holding various posts with them resigned (1945), to become director of Japan Musical League. Later returned to the publishing field to become managing editor of "Art of Record" (1947). During his career has edited numerous works of music.
