Oji-no-Toyonaga was born in about 770. He was s descendant of Prince Namba, son of Emperor Bitatsu. He was granted the family name of Mahito by Emperor Temmu.

When Priest Dokyo, who wielded power in the Court of Empress regnant Shotoku (Koken), came to covet the throne, the Empress ordered Kiyomaro Wake to proceed to the Hachiman Shrine in Usa, Kyushu, to seek an oracle telling if Dokyo's ambition was supported by the deities. Before Kiyomaro started for Kyushu, Toyonaga, who was a teacher of Dokyo, saw Kiyomaro and told him that should Dokyo ascend the throne, he (Toyonaga) would prefer dying of starvation to becoming a subject of Dokyo. Kiyomaro went to the shrine in Kyushu and brought back its oracle condemning Dokyo's ambition.
