Toyonari no Fujiwara was born in 704. He was the eldest son of Muchimaro.

He was appointed Minister of the Right in 749. In 757, when Empress regnant Koken was about to nominate the Heir Apparent, Toyonari, with his cousin, Nagate, supported Prince Shioyaku as successor to the Throne. His younger brother, Nakamaro, however, failed to cooperate with Toyonari and Prince Oi was made Crown Prince. Nakamaro also accused Toyonari of a false charge and Toyonari was exiled to Kyushu. Toyonari did not go to Kyushu on the pretext of illness and stayed at his villa in Namba (Osaka). In 764, Nakamaro rose in revolt but soon was defeated. Toyonari was restored to his former position in the Court. Feeling himself responsiole for the revolt, which was caused by a member of his family, he declined all honors and titles.
He was called Namba-no-Otodo or Yokohagi-no-Otodo. Otodo means a Minister.
