Treval Clifford Powers was born on February 8, 1900, in Palouse, Washington, United States. He was a son of Alfred C. Powers and Hattie Rose (Smith) Powers.
Treval studied Chemistry at Willamette University, graduating with a Bachelor of Science degree in 1925. Later, Powers carried out his graduate studies at Massachusetts Institute of Technology.
In 1961, he received an honorary Doctor of Science degree from the University of Toledo.
From 1917 till 1918, Powers served in the United States Army. Beginning in 1930 and until his retirement in 1965, he carried out a research at Portland Cement Association Laboratories, located in Chicago and later in Skokie, Illinois. For some time, Treval also held a post of a director of Portland Cement Association. Between 1967-1968, Powers worked as a visiting professor at the University of Toronto.

Treval was married to Trista Weneer. Their marriage produced two children — William T. and Alice Powers McElhone.
