Brown is from Napoleonville, Louisiana but currently resides in Geismar, Louisiana. Brown received his associate degree and bachelor's degrees from Southern University. He majored in criminal justice.
He owns and works as the Chief Executive Officer of Home-Health PCA, LLC and Troy Brown Construction. On July 5, 2011, Brown announced his candidacy for the Louisiana from the 2nd District. Previously, he had campaigned for only one other office.
In 2007, he ran for the Louisiana House of Representatives but lost by four percentage points. He was elected to the Senate in 2011 and took office in January 2012. He also serves as Vice-Chairman of the Environmental Quality committee.
As Senator, Brown has advocated for better pay and benefits for police, firefighters, and other emergency personnel.
Since 2012, he has been a Democratic member of the Louisiana for District 2. He is a member of the Louisiana Association of Home Builders and the National Association of Home Builders. He is a member of the Senate Transportation, Highways and Public Works committee, as well as the committees for Insurance and Select Vocational & Technical Education.
