Sugiyama Tsunetaka was born in Nagasaki Prefecture.
After the outbreak of the Russo-Japanese War (1904), Tsunetaka Sugiyama went to Saigon at the request of the Japanese Consul-General in Hongkong and spied on the activities of the Russian Baltic Fleet. Information he gave greatly facilitated the subsequent Japanese naval victory.
