Mr. Li was born in 1895 in Peking, China. He was a nephew of Li Shih-tseng, noted member of the Central Supervisory Committee of Kuomintang.

Tsung-tung Li went to France in 1913 and was graduated from University of Paris.
Li Tsung-Tung was a professor of Peking National University in 1921. Later he became a professor of Peking Normal University, professor and dean of Franco-Chinese University in Peking. He established magazine "En Avant" protesting against the maladministration of the former Peking Government, and in 1924 was ordered to be arrested by the authorities.
Also Mr. Tsung-Tung was a director of national registration bureau in Nanking in 1927, counsellor to the Ministry of Agriculture and Mining, member of Peiping Political Council, director of Kailan Mining Administration, concurrently serving as secretary of Museum of Imperial Palace and member of the Commission for the Preservation of Imperial Antiques in Peiping, China.
