Tsurugasai Tsuruga was born in 1887 in Tokyo, Japan. She studied Tokiwazu at the age of three under her mother.
As Tsurugasai Tsuruga grew up, her father taught her shinnai and she began taking dancing lessons from Kajaku Miizuki, utazawa lessons from the predecessor of Toraemon Utazawa, and to sing the nagauta from the son of Hikoshiro Mochizuki, and later from Chonosuke Mochizuki after Hikoshiro died in 1941.
