The Foreign Policy of Nepal 1769-1992: With Emphasis on Relations with India and China
(A book attributed to Udaya S. J. B. Rana and published by...)
A book attributed to Udaya S. J. B. Rana and published by Cornell University in 1994. It examines Nepal's historical foreign policy and its relations with India and China.
Udaya Shumsher Rana is a Nepalese politician of the Nepali Congress. He has led Nepal Tarun Dal, represented Lalitpur-1 in the Constituent Assembly and House of Representatives, served as Minister of State for Finance, and written on Nepal's foreign policy. He became a general secretary of the Nepali Congress in 2026.
Background
Rana was born on February 27, 1970, in Lalitpur, Nepal, to Sagar Shumsher Rana and Brinda Rana. He belongs to a prominent Nepali political family; his father was active in public life and his family background connected him with the political history of the Rana and Nepali Congress traditions.
He spent part of his formative and educational years in Nepal and India before pursuing graduate study in the United States. His early political involvement developed while he was studying in Delhi, where he participated in democratic student politics during the final years of Nepal's Panchayat system.
Education
Rana began his education at St. Xavier's School in Jawalakhel, Lalitpur, and later studied at St. Joseph's College in Darjeeling and The Lawrence School, Sanawar, in India. These institutions formed part of the established English-medium and residential educational networks serving students from Nepal and northern India.
He studied economics at St. Stephen's College, Delhi, an institution of the University of Delhi founded in 1881 and known for its liberal-arts and humanities tradition. He subsequently completed master's-level study in international relations at Cornell University in Ithaca, New York, where his academic work focused on Nepal's foreign policy and its relations with India and China. Cornell's international academic environment provided a setting for his later interest in diplomacy, economic policy, and Nepal's position between its two major neighbors.
Rana entered politics through the Nepal Students Union while studying in Delhi and became the founding president of the organization's Delhi chapter. The Nepal Students Union is the student wing associated with the Nepali Congress and has historically served as a channel through which younger activists entered democratic party politics. His student activism developed during the period of opposition to Nepal's partyless Panchayat system.
After returning to Nepal, Rana became involved in Nepal Tarun Dal, the youth organization of the Nepali Congress. He served as president of its Lalitpur chapter from 1998 and later led the organization nationally from 2012 to 2016 or 2017. Nepal Tarun Dal operates as the party's principal youth platform, organizing younger members and linking youth participation with the wider democratic movement of the Nepali Congress.
Rana contested the 2008 Constituent Assembly election from Lalitpur-1 but was unsuccessful. He won the same constituency in the 2013 second Constituent Assembly election and served as a member of the Finance Committee from 2014 to 2017. He also participated in parliamentary subcommittees dealing with the Banking and Financial Institutions Act, the Cooperative Act, and proposed amendments to the Public Procurement Act.
From August 2017 to February 2018, Rana served as Minister of State for Finance in the government led by Prime Minister Sher Bahadur Deuba. The Ministry of Finance is responsible for national budgetary policy, public finance, taxation, and economic administration; his ministerial portfolio followed his parliamentary work on financial and economic legislation.
Rana was elected to the House of Representatives from Lalitpur-1 in the 2022 election after losing the constituency in 2017. He later held senior organizational responsibilities in the Nepali Congress, including the position of joint general secretary, and became a general secretary of the party in 2026. His stated areas of experience include finance and foreign policy.
Achievements
Rana won election to the second Constituent Assembly from Lalitpur-1 in 2013 after losing the constituency in the 2008 Constituent Assembly election.
As a member of the parliamentary Finance Committee, Rana participated in work connected with the Banking and Financial Institutions Act, the Cooperative Act, and proposed amendments to the Public Procurement Act.
Rana led Nepal Tarun Dal, the Nepali Congress youth organization, during a period of organizational mobilization and youth participation in national politics.

Religion
Rana is identified with Hinduism, the majority religious tradition of Nepal. Hindu practice in Nepal developed through a long interaction of Sanskritic, regional, and local traditions and historically shaped public culture, festivals, social institutions, and ideas of political legitimacy.
His public life has unfolded within a society in which Hindu cultural traditions remain an important part of national identity, while Nepal has also developed as a secular federal democratic republic. His documented political positions and public career are more extensively associated with democratic party politics, youth organization, finance, and foreign policy than with detailed personal theological statements.
Politics
Rana is a leader of the Nepali Congress, Nepal's principal social-democratic and democratic socialist party. He began political activity through the Nepal Students Union and later held leadership positions in the party's youth organization, Nepal Tarun Dal, before entering the party's central leadership.
The Nepali Congress emerged from the movement against the Rana regime and became a major force in the establishment and defense of parliamentary democracy in Nepal. Its political tradition combines constitutional democracy, national sovereignty, social justice, pluralism, and a mixed economy. Rana's career has included youth mobilization, electoral politics, parliamentary work, executive responsibility, and current service as a general secretary of the party.
Views
Rana's public political outlook emphasizes democratic participation, youth involvement, economic development, and Nepal's balanced relations with India and China. His parliamentary and ministerial work places particular emphasis on public finance, financial institutions, cooperatives, procurement, infrastructure, and governance.
His political perspective developed within the democratic and social-democratic tradition of the Nepali Congress. His academic work on foreign policy reflects an interest in Nepal's geopolitical position as a landlocked state situated between India and China.
Membership
Rana served as vice president of the International Union of Socialist Youth in 1997–1998. The IUSY is an international federation of socialist and social-democratic youth organizations that connects young political activists through democratic, social, and international programs.
He has also been associated with the Nepal Shooting Association as an adviser. The association is the national organization connected with the development and administration of shooting sport in Nepal.
