Background
Ujinori Toda was born January 9, 1754 in Japan. The fifth son of Takemoto Matsudaira, the Lord of Tatebayashi Clan (Gumma Prefecture). He was adopted by the Toda family and succeeded to his foster father's estate (1768).

As Roju (minister) to the Shogunate Ujinori Toda introduced many financial reforms and also helped his clan to get rich by urging them to exercise economy and encouraged them to build dams to control floods. He is regarded as the restorer of prosperity to the Ogaki Clan (Gifu Prefecture).
Ujinori Toda was a man of culture and studied classics under Naoe Kato.
